Overview
The proposed Capricorn BESS project represents an estimated investment of more than $450 million in the Rockhampton region and will support Queensland’s energy transition by strengthening electricity network reliability while delivering local economic benefits.
The Development Application (DA) was originally lodged with Rockhampton Regional Council in October 2024 and resubmitted in August 2025 following requests for further information and associated updates to our DA package. Our project team worked closely with Council throughout this process to address feedback and ensure a thorough and compliant assessment.
The application was scheduled for a decision on 9th December 2025; however Council postponed the decision, leaving the matter unresolved. As a result, an appeal was lodged with the Queensland Planning and Environment Court to seek a timely outcome within a clear legal framework. Three days later, new Queensland planning requirements for large scale BESS projects were introduced, changing the assessment pathway for future projects.
In January 2026, the project received a proposed call-in notice from the Queensland Deputy Premier, which was formally enacted on 4th March 2026. As a result, the project will now be assessed by the Queensland Deputy Premier rather than proceeding through the Court appeal pathway.

We remain committed to working constructively with the Queensland Government throughout the assessment process and continuing engagement with Rockhampton Regional Council to progress the Social Impact Assessment (SIA) and Community Benefit Agreement (CBA) in line with updated legislative requirements for large scale BESS projects in Queensland.

Community Survey
As part of our approach to community engagement for the project, we are seeking feedback from the community, to better understand local values and priorities and inform planning for potential initiatives to be undertaken within the local area close to the Capricorn BESS Project site. The survey results will inform local community benefit sharing initiatives, where feasible and aligned with the company values, policies and capabilities.
