Overview

The proposed Tragowel BESS Project is at the early stages of planning and design iterations. The proposed project is being developed by Potentia Energy, with support from Green Swith Australia and appointed specialist consultants. Technical development assessments required in preparation to lodge a Planning Application are currently underway. The consent authority for the proposed project is the Victorian Government Department of Transport and Planning (DTP). 

Subject to obtaining the necessary approvals, the proposed Tragowel BESS project would comprise of a 200 MW / 800 MWh utility-scale energy storage project, located approximately 7 kilometres south of Kerang, within the Shire of Gannawarra. Sited close to the Kerang Terminal Station, this strategic location ensures strong connectivity to the local electricity grid, making it a crucial infrastructure project for the region. Construction of the proposed project is targeted to commence in 2027, with operations due to begin in 2029

Project Approvals

Technical development assessments required in preparation to lodge a Planning Application are currently underway. The consent authority for the proposed project is the Victorian Government Department of Transport and Planning (DTP). 

The development is eligible for approval through DTP’s Development Facilitation Program (DFP) which is an accelerated assessment pathway for eligible projects to inject invest in the Victorian economy, keep people in jobs and create homes for people.  

All applications lodged to DTP will be determined by the Minister for Planning or the Department of Transport and Planning under delegation.

Preparing Planning Application

Potentia Energy is preparing a series of technical assessments such as bushfire, ecology, acoustic, hydrology, traffic, visual impact and culture heritage to accompany the planning application. These will outline any potential impacts of the site and will recommend ways to manage or mitigate those impacts.

The outcomes of these assessments will provide directions for Potentia Energy to ensure the Tragowel BESS is safe and any potential impacts are minimised.

Community engagement for the proposed project including providing information about the project and seeking community and neighbour feedback on the proposal. Cogency Australia has been engaged to undertake the planning and stakeholder engagement during the early stages of the project development.

2026

Target lodgement of the Planning Application

Target for lodgement of the planning application with DTP. Following lodgement of the application, DTP will notify the local community via a process that is called “exhibition.” The community will be formally invited to provide feedback to DTP as part of the exhibition.

Target determination of the Planning Application

Potentia Energy is anticipating a determination within six to nine months of lodging the Planning Application with DTP.

Targeted commencement of construction

Subject to obtaining the necessary approvals, targeted commencement of construction at the Tragowel BESS site.

Targeted commencement of operations

Subject to obtaining the necessary approvals, targeted completion of construction and commencement of operations for the Tragowel BESS project.

Community Engagement

Cogency has been engaged to undertake the planning and stakeholder engagement during the early stages of the project development.

As part of Potentia Energy’s approach to community engagement for the project, we are seeking feedback from the community, to better understand local values and priorities, and inform planning for potential initiatives to be undertaken within the local area close to the proposed Tragowel BESS site. The survey results will inform local community benefit sharing initiatives, where feasible and aligned with the company values, policies and capabilities. Community Drop-in Information Session

Community engagement is an important part of development application and allows us to understand any concerns the community may have. Your feedback will help us to shape the project proposal.

We are inviting the community to learn more about the project and provide feedback at the upcoming community drop-in information session, to be held on:

  • Tuesday 11 November 2025, from 1.00pm to 5.00 pm, at the Kerang Memorial Hall, 4 Nolan St, Kerang.
