Overview
The proposed Narrandera Solar Hybrid Project is currently in the earliest stages of the NSW State Significant Development (SSD) application pathway, called the Scoping Report.
The proposed Project is located approximately 15 km south of the town of Narrandera in NSW. The proposed Project would have the generation capacity of approximately 200 megawatts (MW) Alternating Current (ac) and would include a 400MW Battery Energy Storage System (BESS) with an anticipated storage duration of 4 hours (1600 MWh).
The proposed Narrandera Solar Hybrid Project is anticipated to connect to the national electricity grid via an onsite substation and existing 330kV transmission lines.

Project Approvals
The proposed Project is classified as a State Significant Development (SSD) and will be assessed by the NSW Department of Planning, Housing and Infrastructure (DPHI). As a result, it must follow a structured approval process set by the NSW State Government.
The proposed Project is in the Scoping phase, which is the earliest stage of the NSW SSD planning process. Green Switch Energy and Potentia Energy are working to identify potential impacts and determine studies and assessments required for the next phase – the Environmental Impact Statement (EIS). These studies often include biodiversity, hydrology, visual and noise impact, traffic, social impact and so on.
The SSD application process, including environmental assessments, social impact assessments, community engagement, and much more. For a streamlined project, the process from Scoping to final determination typically takes 12–18 months.

Preparing Scoping Report
Potentia Energy and Green Switch Energy are preparing a Scoping Report to submit to the NSW Department of Planning, Housing and Infrastructure (DPHI) to identify potential impacts and determine which further technical assessments need to be undertaken, such as biodiversity, hydrology, visual, noise, traffic etc.
Community engagement has commenced, including providing information and seeking community feedback about the proposed Project.
Late 2025
Target Lodgement of Scoping Report
Once the Scoping report is finalised and submitted to the NSW DPHI, the Secretary’s Environmental Assessment Requirements (SEARs) will be issued, and will outline the structure of the next SSD stage, the Environmental Impact Assessment (EIS).
Early 2026
Target EIS Preparation
The EIS will involve the preparation of comprehensive assessments of the proposed Project’s potential environmental, social and economic impacts. It will include specialist studies, community and stakeholder consultation details, and proposed mitigation measures.
Mid 2026
Target EIS Lodgement
The EIS is targeted to be submitted to the NSW DPHI in mid-2026. Following lodgement, it will be placed on public exhibition for a minimum of 28 days. This will allow community and other stakeholders to provide comment. Following the public exhibtion pphase, a Response to Submissions Report will be prepared, responding feedback raised within the submissions.

Target Determination of SSD Application
Determination of the Project to be made by either the relevant Minister or the Independent Planning Commission, based on a full assessment of the EIS, and submissions, including agency advice.

Community Survey
As part of our approach to community engagement for the proposed Project, we are seeking feedback from the community to better understand local values and priorities.
Feedback will inform the technical assessments undertaken for the proposed Project and inform iterations of the Project design. The survey results will also inform local community benefit sharing initiatives where feasible and aligned with the company values, policies and capabilities.

Community Engagement Events
We’re committed to keeping you informed and involved as the proposed Project progresses. Open, honest, and ongoing engagement with the local community is important to us, and we want to ensure you feel heard every step of the way.
We will be facilitating two drop-in community information pop-up sessions between 28 – 29 October to discuss the proposed Project and answer questions. Information packs and coffee will be available.
